eBay Seller Protection: What eBay Covers, What It Doesn't, and How to Protect Yourself From Fraudulent Buyers
On this page

eBay seller protection is a set of conditional rules, not insurance. eBay removes feedback, defects and case outcomes, covers some refunds and waives some fees, but only when the seller met a specific condition first: tracking uploaded on time, signature confirmation on orders of $750 or more, a response within 3 business days, a report filed against the buyer. This guide lists what each protection requires, where the gaps are, and the settings and habits that close them.

Key Takeaways

  • eBay's protections are triggered by evidence you create before the problem: a carrier scan inside your handling time, tracking that shows delivery to the address on the order, signature confirmation at $750 and up, and messages kept on eBay.
  • The weakest spot is a false "not as described" claim. eBay's Money Back Guarantee makes the seller pay return shipping, and the extra protection against false claims applies only to Top Rated Sellers with 30-day returns, on eBay.com, in the US or Canada.
  • Chargebacks are decided by the buyer's bank, not eBay. You have 5 calendar days to respond, and the dispute fee is $20 if you are found responsible; with tracked delivery and signature where required, eBay covers the amount and waives the fee.
  • Reporting a buyer is what switches most protections on. "Report a buyer" from the order is the trigger for feedback removal, refund deductions and the abusive buyer policy.
  • Prevention lives in three places: buyer requirements and the blocked buyer list before the sale, tracking and photos during it, and a documented report, appeal or dispute challenge after it.

Everything below was read on eBay's US Help pages and Seller Center on October 15, 2026, with a link to the page each rule comes from. eBay's Help pages carry no revision date, so a rule can change after that day; the linked page is the one to trust when it differs from this text.

What eBay seller protection actually covers

eBay's Seller protections policy divides its promises into "protections for all sellers" and a shorter list for Top Rated Sellers. Each promise has a condition attached. The table lists the ones that matter when a buyer is the problem.

SituationWhat eBay doesWhat you must have done
Buyer violates the abusive buyer policyRemoves related negative or neutral feedback and defects, including open service-metric cases; may limit the buyer's returns or suspend themReported the buyer through Seller Hub
Item returned used or damagedLets you deduct up to 50% from the refundNot Below Standard, the listing offered free returns, the buyer reported, the refund sent within 2 business days of receiving the item
Buyer did not payRemoves the buyer's feedback and the cancellation defectWaited 4 calendar days, then cancelled with the reason "Buyer hasn't paid"
Buyer demands terms not in the listingRemoves related feedback and defects; you may cancel or complete on the original termsThe demand is in eBay messages
"Item not received" claimNo refund owedShipped within handling time, tracking uploaded before the estimated delivery date through an eBay-integrated carrier, tracking shows delivery; signature confirmation on orders of $750 or more
Payment dispute (chargeback)Covers the disputed amount, waives the dispute fee, removes related feedbackThe transaction meets the payment dispute protection rules (below)
Late deliveryLate shipment rate adjustedA carrier scan inside your handling time
False "not as described" claim (Top Rated only)Return label cost subsidised up to $6, feedback removed, the return left out of your "not as described" rateTop Rated, US or Canada, listed on eBay.com, 30-day or longer returns, no "Very High" service metric, return completed and refunded, buyer reported

Two general conditions sit over all of it. eBay says a seller can lose protections for "abuse of protections", for failing to honour service promises, or for shipping with a slower service than the one chosen at checkout. And once eBay steps into a return or "item not received" request, the deduction option disappears: if eBay then finds you responsible for the refund, the feedback stays and the case counts as "closed without seller resolution".

The Money Back Guarantee timelines you are working against

Most buyer claims run through the eBay Money Back Guarantee, which "covers most transactions on eBay". Its clocks decide whether a protection is still available to you:

  • A buyer can report an item as not received once the estimated delivery date has passed, and up to 30 calendar days after it. You then have 3 business days to answer with tracking or a refund. eBay "may step in without the buyer asking if there is no valid tracking information available".
  • A "not as described" return can be requested up to 30 calendar days after delivery, or longer if your own returns window is longer. You have 3 business days to respond. If you never respond, eBay can step in up to 21 business days after the request.
  • For a "not as described" return "the seller is responsible for return shipping", whatever the listing's return policy says.
  • Signature confirmation is required as evidence of delivery on orders with "a total cost of $750 or more".
  • Either side may appeal a decision within 30 calendar days of it.

Two changes announced at eBay Open on August 13, 2025 narrow those windows for one kind of listing. According to Value Added Resource's report of September 30, 2025, eBay's Senior Director of Trust David Newman said that on "For parts or not working" listings marked no returns, remorse returns would be blocked entirely, the "not as described" claim window would drop from 30 days to 3, and the buyer "is going to have to submit photographs that clearly contradict what's in your listing". The same outlet's August 17, 2025 article quotes eBay's notice that the as-is messaging and a new "item not received" protection for eBay-label shipments would begin in October 2025. eBay's Help pages did not yet describe the 3-day window when this guide was written, so check the Money Back Guarantee page for the current wording before relying on it.

The gaps: where a fraudulent buyer still wins

The protections above are real, and so are the holes between them. These are the five the policy pages themselves leave open.

False "not as described" claims

A buyer who says the item does not match the listing gets a return, and the seller pays the return label, under the Money Back Guarantee. eBay's Handling return requests page is explicit: for a damaged, faulty or not-as-described item you can accept the return, refund, offer a partial refund, offer a replacement or message the buyer. Declining is not among the options; "You can only decline a return if the buyer is returning the item because they changed their mind, and your return policy stated you don't accept returns."

The counter-protection, where eBay subsidises the label and removes the feedback after deciding the claim was false, is on the Top Rated list only. If you are not Top Rated, or your listing offered less than 30-day returns, a false claim costs you the return label and the risk of a defect, and your remedy is the report and the appeal described later.

A different item comes back

eBay's Abusive buyer policy names "returning an item other than the original item received" and "using or damaging an item and then returning it" as prohibited. The 50% deduction covers the second case for sellers who offered free returns. It does not cover an empty box or a swap: the policy page's remedy for those is the buyer report, and eBay states that it reviews reports by "the circumstances, including the members' history", that "if we aren't sure about something, we may not take any action", and that it cannot discuss the result. Your photographs of the item before shipping, the serial number and the return parcel's weight are the only things that make a swap provable; without them the report is one seller's word.

Feedback extortion

The Feedback extortion policy gives one example: a buyer writes "If you don't include an upgraded memory card and a case at no additional charge I'll leave you negative feedback", and eBay says "This is feedback extortion and as such the feedback is removable." The removal is the whole protection: the policy promises nothing about the buyer's account beyond eBay's general right to restrict or suspend. The request must reach eBay "within 90 days of the transaction" through Seller Help, and only a threat written in eBay messages counts, because that is what eBay can read. A threat made by phone, text or email is invisible to the review. We cover the first hours after a threat in eBay feedback extortion: don't pay, preserve the evidence.

Chargebacks after delivery

A payment dispute is "when a buyer requests their money back by reporting an issue with their order" to their card issuer or payment provider, and eBay's Handling payment disputes page is clear that "the final outcome will be decided by the buyer's payment institution". The dispute can take "up to 90 days or more" and the amount can be held for 90 days. If you are found responsible, eBay's Selling fees page sets the dispute fee at "$20.00 dispute fee, excluding sales tax, for each dispute".

The gap is in the reasons. Under the Payment dispute seller protections, a dispute for "item not received" or "doesn't recognise the transaction" is covered when tracking shows a "delivered" status, the date and an address that matches the Order details page, with proof that signature confirmation was purchased on orders of $750 or more. A dispute that says "the item doesn't match the listing" is covered only when you have already issued a full refund through eBay, a partial refund through eBay for an item returned used or damaged, or won a Money Back Guarantee case of the same type. A buyer who files a chargeback instead of an eBay return, on an item you never refunded, leaves the bank to decide on your photos alone. The Money Back Guarantee page adds that eBay "may close a buyer's eBay Money Back Guarantee case if the buyer files a chargeback" for the same transaction, so one dispute replaces the other.

Unpaid items

This is the gap eBay has mostly closed. Under the Unpaid item policy, "Buyers must pay for the items they purchase on eBay within 4 calendar days", an unpaid item is recorded on their account, and repeat offenders face "restrictions on buying, bidding, and making offers". What remains is your time: the Resolving unpaid items page says you can cancel "after 4 or more calendar days" with the reason "Buyer hasn't paid", within 30 days of the commitment, and that eBay will "remove any feedback left by the buyer". An auction winner who never pays still holds your item off the market for four days.

Before the sale: screen, block, require

Everything in this section is a setting. Set once, it works on every listing without you reading a username again.

  1. Turn on buyer requirements. eBay's Setting buyer requirements page lists three: a delivery address in one of your excluded shipping locations, "a history of canceled orders because the buyer didn't pay", and currently winning or having bought a set number of your items in the last 10 days. Go to Buyer Management, tick the ones you want, and choose "Apply above settings to active and future listings", or they apply only to future listings. The Buyer Requirements Activity Log then shows who was blocked, when and by which rule.

  2. Stop blocked buyers from messaging you. The same page explains that by default blocked buyers can still contact you. In Site Preferences select "Don't allow blocked buyers to contact you". They can still reach you through an open "item not received" case or a return on an existing order, which is the only contact you need from them.

  3. Keep a blocked buyer list, and keep it current. The Blocking a buyer page: open "Block bidders or buyers from your listings", paste the username, select Submit; the box takes up to 5,000 usernames and a past list can be brought back with "Restore list". A blocked buyer "will be unable to place bids or buy from you until you remove them from the list". It is a box of names: no reason, no date, no expiry, and no memory of what other sellers went through with the same account. What the list cannot do is covered in how to block someone on eBay and what blocking can't do.

  4. Require immediate payment. The How immediate payment works page: select "Require immediate payment with Buy It Now" in the listing form's payment options and the listing stays open "until a buyer completes the purchase". On an auction with Buy It Now it applies to the Buy It Now purchase only. The Seller protections page names this as the way to prevent unpaid items.

  5. Check the username before you accept an offer. eBay shows you a feedback score. It does not show you that the account returned a swapped board to another seller last month, because eBay's block lists are private to each account. A shared list is the only place that history exists; SafeBay's public buyer check answers whether a username carries community reports, without exposing anything else about the buyer.

  6. Describe the flaw before the buyer finds it. A "not as described" claim is decided against the listing. A photo of the scratch, the serial number in the pictures, and the exact words "for parts or not working" where they apply are the evidence eBay reads first. On as-is listings, per the eBay Open announcements above, they are also what the buyer's photos will have to contradict.

During the sale: tracking, signature, photos, messages

The protections for "item not received", payment disputes and late delivery all hinge on what the carrier recorded and when. This is the order to do it in.

  1. Ship inside your handling time and upload tracking before the estimated delivery date. The Seller protections page conditions the "no refund owed" outcome on exactly that: shipped on time, tracking uploaded "before the estimated delivery date through an eBay-integrated carrier", tracking showing delivery. Buying the label on eBay does the upload for you. The late shipment adjustment also needs "the carrier scan" inside your handling time; a label printed on time with a scan two days later does not count.

  2. Add signature confirmation at $750. It is required for "item not received" claims under the Money Back Guarantee, for payment disputes under the dispute protections, and for appeals: the appeal page repeats that "if the order's total cost (total of item(s), shipping and tax) is $750 or more, signature confirmation is required". The threshold counts shipping and tax, so a $720 item with $40 shipping needs a signature.

  3. Photograph the item on the day it ships. eBay asks for "photos showing the item's condition before shipping" as evidence in an "item doesn't match the listing" dispute, and "documents showing the item matches the listing" in an appeal. Photograph the serial number or a unique mark, the packed box and the label; weigh the parcel and keep the receipt. Each one is a fact the buyer cannot make up later.

  4. Keep every conversation on eBay. The feedback and defect removal for a buyer who "demanded terms not in the listing" applies when the demands appear in eBay messages, and the extortion policy's example is a message. A buyer who asks to "text me instead" is moving the conversation to a place eBay cannot see. Answer on eBay and say why.

  5. Answer within 3 business days, every time. Returns, "item not received" reports and cancellation requests share that clock. Miss it on a return and eBay can accept the return and refund for you; miss it on a payment dispute (5 calendar days) and "the payment institution is likely to find in your buyer's favor".

  6. Never agree to a change of terms under pressure. The Seller protections page: "You never have to agree to any changes to the terms in your listing." Complete on the original terms or cancel; either keeps the feedback removal available.

After the sale: report, appeal, challenge, document

Nothing on the protections list happens on its own except the automatic late-shipment adjustment. The rest starts with a form you fill in.

  1. Report the buyer. eBay's Report an issue with a buyer page lists the reasons: a demand for something not in the listing, a claim you believe is false, misuse of the Money Back Guarantee or the returns system, a request to complete the sale off eBay, repeated bid retractions, excessive messages with no intent to buy. The route is Orders, then "Leave feedback" in the dropdown next to the item, then "Report buyer". The report is the condition for the abusive buyer feedback removal, the 50% deduction and the Top Rated false-claim protection, so file it before you refund, not after. eBay asks that the claim be accurate and links a page on false reporting; a report without evidence behind it is worse than none.

  2. Deduct from the refund when the item came back used or damaged. If your listing offered free returns and you are not Below Standard, the Handling return requests page sets the scale: no deduction for excellent condition, 5 to 10% for good, 15 to 30% for fair, 35 to 50% for poor. Nothing for market loss, return postage or restocking. Refund within 2 business days of receiving the item, and report the buyer. A deduction makes the transaction ineligible for fee credits, and the option is gone once eBay steps in.

  3. Ask for feedback removal within 90 days. The Feedback policy removes negative or neutral feedback when the order was cancelled for non-payment, when the buyer "has been actioned under our Abusive buyer policy", and when the feedback is extortion or breaks content rules. Request it through Seller Help; qualifying feedback is removed "within 24 hours" and you get an email either way. If the comment mixes allowed and prohibited content, eBay may invite the buyer to revise it instead.

  4. Appeal a case closed against you within 30 calendar days. From Seller Dashboard, expand "Closed without seller resolution", select "See cases", then "See details" and send the appeal with the new information. eBay's examples of what counts: tracking showing the buyer had the item before the case closed, proof a returned item was lost or went to the wrong address, documents showing the item matches the listing, proof the buyer was refunded before the case closed. eBay says it normally answers within 48 hours. The Seller Center page adds that a reversed case refunds the final value fee and removes the defect.

  5. Challenge a payment dispute with the evidence eBay names. Within 5 calendar days, choose accept or challenge in Seller Hub's Requests and disputes. Accepting refunds the buyer and waives the dispute fee. Challenging sends your evidence to the bank: tracking with the delivery address, the signature record at $750 and up, photos of the item before shipping, your return policy, your eBay messages with the buyer, as JPEG or PNG, up to five files under 1.75 MB together. Selecting "Try to get my item returned" asks eBay to attempt a return, which it "can't guarantee". If the buyer wins and your transaction met the protection conditions, "you won't be charged the refund amount and the dispute fee will be refunded".

  6. Write it down where the next sale can find it. eBay's record of a buyer ends at your account. The report you filed, the photos, the return weight and the outcome are what you will need when the same username orders again, from you or from another seller. Keep them attached to the username, not the order number.

Where SafeBay fills the gaps

SafeBay is made by an eBay seller, and it exists because every gap above has the same shape: eBay knows what happened on one account and tells no one else. These are the parts of the toolkit that close that gap, and what each one does and does not do.

  • Community blacklist. Your blocked buyers with the reason and the date, a block that can expire on a date you choose, a whitelist that always wins, and the reports other sellers filed on the same username. With the Companion extension's sync on, your list, or the whole community list, is written into your eBay blocked buyer list, after a backup of the original, so eBay's own checkout still says no. Free on every plan.

  • SafeBay Companion warnings on eBay pages. The Chrome extension warns you when a buyer other sellers reported orders from you or sends a message, on the eBay page you are already looking at, and keeps your eBay Buyer Block list in step with your SafeBay list. It needs a free SafeBay account.

  • Return abuse protection. A report filed with evidence: up to 20 photos, serial numbers, tracking, the issue tags that fit. The AI grades the danger from the evidence rather than from the seller's mood, a risk level is computed the same way for everyone from the whole community's reports, the buyer can appeal, and a report that does not hold up earns the reporter a strike. The buyer's next order in your store arrives flagged. It is the "write it down where the next sale can find it" step, shared.

  • Auto messages and Messaging Autopilot. A thank-you message minutes after the order, by eBay message or SMS, and AI replies to buyer questions written from rules you set, in your voice. Both keep the conversation on eBay, where it counts as evidence, and the thank-you can say that the store is protected by SafeBay. Part of the Pro plan.

  • AI Feedback Autoreply. Positive feedback answered automatically; negative or neutral feedback gets a measured draft for you to approve, so the reply you post while the 90-day removal request is pending is a calm one.

What SafeBay cannot do is also worth saying. It cannot overturn an eBay case, refund a dispute fee or make eBay act on a report. Those stay with eBay and the steps above. What it changes is the odds that the buyer gets to your checkout in the first place, and what you know about them when they do.

Frequently asked questions

Does eBay protect sellers from fraudulent buyers?

Partly, and only on conditions. eBay's Seller protections policy removes feedback and defects for abusive buyers, lets eligible sellers deduct up to 50% for items returned used or damaged, and covers "item not received" claims and payment disputes when tracking shows delivery to the address on the order, with signature confirmation at $750 and up. The protection against false "not as described" claims is limited to Top Rated Sellers with 30-day returns. Every one of them requires the seller to have met the condition before the claim.

What is the eBay seller protection program?

There is no single program. The policy page titled "Seller protections" lists the cases where eBay adjusts your metrics, removes feedback, covers a refund or waives a fee, and the conditions for each. Separate policies cover payment disputes and the Money Back Guarantee, and the abusive buyer, feedback and unpaid item policies define the buyer behaviour that triggers them.

What happens when a buyer falsely claims an item is not as described?

Under the Money Back Guarantee the buyer gets a return and you pay the return shipping. You can accept, refund, offer a partial refund, offer a replacement or message the buyer; you cannot decline. Report the buyer for making a claim you believe is false. If you are Top Rated, in the US or Canada, listed on eBay.com with 30-day or longer returns, and eBay agrees the claim was false, it subsidises the return label up to $6, removes the feedback and leaves the return out of your "not as described" rate. On "For parts or not working" listings with no returns, eBay announced in August 2025 that the claim window would fall to 3 days and the buyer would have to submit photos that contradict the listing.

Can a buyer file a chargeback after eBay closed the case in my favour?

Yes. A payment dispute goes to the buyer's bank or payment provider, which makes the final decision. For an "item not received" dispute you are protected with tracking that shows delivery to the address on the order, and signature confirmation at $750 or more. For an "item doesn't match" dispute, a Money Back Guarantee case of the same type resolved in your favour is one of the conditions that qualifies you for protection, so the case outcome does matter there. You still have to respond within 5 calendar days.

What can I do if the buyer returns an empty box or a different item?

Report the buyer from the order (Orders, Leave feedback, Report buyer) before you refund. If the listing offered free returns and you are not Below Standard, and an item came back used or damaged, deduct from the refund on eBay's scale and refund within 2 business days. If eBay steps in and closes against you, appeal within 30 calendar days with new information: your pre-shipment photos with the serial number, the parcel weights, the return tracking. eBay decides reports on the members' history and says it may take no action when unsure, so the evidence is what you are filing, not the complaint.

How do I get feedback removed when a buyer threatened me with it?

Keep the threat in eBay messages and do not give the buyer what they asked for. Request removal through Seller Help within 90 days of the transaction. eBay's own example of removable feedback is a buyer demanding free extras in exchange for not leaving a negative. Qualifying feedback is removed within 24 hours of eBay's decision, and you receive an email either way.

Does the eBay blocked buyer list protect me from a new account?

No. The list blocks the usernames you typed into it, up to 5,000, and nothing else. A buyer with a second account, or one who has only ever cheated other sellers, passes it. Buyer requirements catch unpaid-item histories and addresses outside your shipping locations; a shared list is what catches a username other sellers have already reported.

Do I really need signature confirmation on a $750 order?

Yes, if you want the protections. The Money Back Guarantee, the payment dispute protections and the appeal page all require proof that signature confirmation was purchased on orders with a total cost of $750 or more, including shipping and tax. Tracking that shows "delivered" is not enough above that line.
